Blue Goose - Creosote Transmission Line Project


AEP Texas and Oncor plan to strengthen the electric transmission system in West Texas by building a double-circuit 345-kilovolt (kV) power line. The 23-mile long line will connect Oncor's Blue Goose Substation, located east of Pecos, to AEP Texas' Creosote Substation, located west of Coyanosa.

Oncor will construct, own, and operate the western half of the power line, and AEP Texas will construct, own, and operate the eastern half of the power line.

The location for AEP Texas' Creosote Substation has not yet been decided. Only one location will be selected.

Project Updates

September 2026: AEP Texas and Oncor representatives hosted an in-person open house on September 15, 2026, from 5-7 p.m. at the Reeves County Civic Center. During the public open house, landowners had the opportunity to view detailed maps, talk to project team members about project plans, the PUC regulatory approval process, the project need and benefits and the routing analysis process.

Company representatives plan to file a Certificate of Convenience and Necessity (CCN) with the PUCT following a review of public input on route link development and additional route analysis.

The final route is approved by the PUCT.
