Millbrook Park - South Point 138-kV Transmission Line Rebuild Project


AEP Transmission representatives plan to increase electric reliability in Scioto and Lawrence counties by updating the local electric transmission system. The Millbrook Park-South Point 138-kV Transmission Line Rebuild Project involves upgrading about 35 miles of 138-kilovolt (kV) power line.

The existing transmission line consists of 90-year-old aging lattice towers. The infrastructure has shown significant deterioration resulting in service interruptions. Upgrading to modern steel poles reduces the need for ongoing power line maintenance and improves electric reliability.

Project Updates

Fall 2026: 

Beginning in October, AEP Transmission crews and contractors plan to begin pre-construction activities, including surveys to collect soil samples at select locations along the transmission line route. Crews may need to clear trees in advance to access these locations. These surveys are expected to continue through the start of construction.

Construction along the transmission line route is expected to begin later this year and continue through late 2030, subject to weather and other factors. Work will be completed in four phases, beginning at Millbrook Park Substation and concluding at South Point Substation. The interactive map above details the four phases.

  • Phase 1: Late 2026-Spring 2029
  • Phase 2: Early 2027-Fall 2029
  • Phase 3: Fall 2027-Summer 2030
  • Phase 4: Late 2028-Late 2030                                                         

During these activities, landowners may see crews walking or using all-terrain vehicles to access your property. Whenever possible, crews will use existing roads, lanes and access paths to minimize impacts. AEP Transmission representatives will work with landowners to address those impacts, including restoration or reimbursement, as appropriate.
