NGPLTransmission Improvements Project


Southwestern Electric Power Company (SWEPCO) officials plan to improve electric reliability in Northeast Texas by relocating and rebuilding about 2 miles of existing 138-kilovolt (kV) transmission line in Upshur County.

The transmission line is nearly 60 years old and is past its planned service life.

The Project:

  • Replaces existing poles with a less-intrusive, modern steel pole design.
  • Increase the area's electric reliability by decreasing the likelihood and duration of wide, community-sustained outages.
  • Providing additional capacity for growth and economic development.

Project Updates

AEP Texas officials plan to file a Certificate of Convenience and Necessity (CCN) application with the Public Utility Commission of Texas (PUCT) following a review of public input on route link development and additional route analysis. Project representatives expect to file a CCN application by the end of fall 2026. The final line route is determined by the PUCT.

March 2026: SWEPCO representatives invite you to attend an in-person open house on Tuesday, April 7, 2026 from 5-7 p.m. at Maude Cobb Convention Center (Longview Convention Complex), 100 Grand Blvd. Longview, TX 75604. Landowners are welcome to attend the open house to view detailed maps and learn more about the project, construction process and SWEPCO's vegetation management program. There is no formal presentation, so you can arrive at any time during the event.
