Parsons AvenueTransmission Project


AEP Ohio representatives plan power grid upgrades to improve electric reliability for customers in south Columbus and provide power to a future customer.

The Parsons Avenue Transmission Project involves:

  • Upgrading Parsons Substation near the intersection of Rathmell Road and Parsons Avenue
  • Building Cyprus Substation near the intersection of Rathmell Road and Parsons Avenue, south of Parsons Substation
  • Building approximately 3 miles of 138-kilovolt (kV) transmission line connecting Cyprus and Parsons substations to an existing transmission line near the I-270 and US-23 interchange
  • Retiring approximately 5 miles of 40-kV transmission line along Parsons Avenue

The planned improvements provide a new power source to strengthen the local electric power grid, provide power to a future customer in the area and support economic development.

Company officials expect construction to begin in fall 2021 and conclude in summer 2023.

Project Updates

August 2022:

All regulatory filings associate with this project have received approval from the Ohio Power Siting Board. Construction on the new substation and transmission lines are ongoing. Removal of the aging transmission line is planned for 2023, once the new substation and lines are in service.

October 2021:

AEP Ohio representatives have filed a Letter of Notification for 2.3 miles of 138-kV transmission line connecting the new Cyprus Substation to an existing transmission line with the Ohio Power Siting Board as the Cyprus 138 kV Extension Project, Case No. 21-1056-EL-BLN. The Letter of Notification to construct, operate and maintain this facility awaits OPSB review.

AEP Ohio representatives have filed a Letter of Notification for 2.3 miles of 138-kV transmission line connecting the new Cyprus Substation to an existing transmission line with the Ohio Power Siting Board as the Cyprus 138 kV Extension Project, Case No. 21-1056-EL-BLN. The Letter of Notification to construct, operate and maintain this facility awaits OPSB review. AEP Ohio representatives have filed a Construction Notice for .6 miles of 138-kV transmission line connecting the proposed Cyprus Substation to the customer's substation with the Ohio Power Siting Board as Hartman Farms 138 kV Extension No. 5 and No. 6 Project, Case No. 21-1057-EL-BNR. The Construction Notice to construct, operate and maintain this facility awaits OPSB review.

July 2021:

AEP Ohio representatives have filed a Letter of Notification with the Ohio Power Siting Board for the proposed Cyprus Substation. The Letter of Notification to construct, operate and maintain this facility awaits OPSB review.

April 2021:

  • AEP Ohio officials have filed a Letter of Notification with the Ohio Power Siting Board (OPSB) in April to build .3 miles of 138-kV transmission line connecting Cyprus and Parsons substations.
  • AEP Ohio officials have filed a Construction Notice with the OPSB in February to replace an existing structure with a steel two-pole structure near the I-270 and US-23 interchange.
  • Construction has started on Cyprus Substation and the transmission line extension connecting Cyprus Substation to an existing transmission line near the I-270 and US-23 interchange. Construction for these components are scheduled to be completed in August.
